1-2 out of 5 days/week) The Bloomberg Center for Government Excellence (GovEx) at Johns Hopkins University seeks a Senior Manager for Service Delivery Data Analytics to ensure high-quality, scalable program delivery and impact by leading and strengthening GovEx's coaching and service delivery functions, ensuring high-quality program implementation and impact across all programs in the United States, Canada, and Latin America. Reporting to the Senior Director for Programs, the Senior Manager for Service Delivery serves as a strategic partner in shaping and managing GovEx's service delivery portfolio, ensuring high-quality, consistent, and scalable program implementation and impact. This role serves as a strategic partner in shaping and managing a portfolio of service delivery work, which may include coaching, technical assistance, and/or data analytics support. The role also supervises a team and provides leadership across service delivery functions. The Senior Manager oversees team performance, manages delivery capacity, and ensures an effective, results-oriented experience for partners and stakeholders. Specific Duties & Responsibilities Service Delivery Oversight and Leadership Lead a portfolio of service delivery activities (e.g. coaching, advisory services, data analytics support), ensuring alignment with program goals and quality standards. Establish and maintain consistent approaches, tools and frameworks to ensure high-quality delivery across engagements. Define the key competencies needed for effective service delivery, including but not limited to data analysis, product management, project management, and transformation consulting, and develop professional development pathways to help develop high-performing employees. Provide strategic guidance, leadership, and problem-solving support to the service delivery team as they support senior government leaders navigating complex organizational, political, and operational environments. Monitor performance and outcomes across service delivery efforts, using data and feedback to drive continuous improvement. Strategic Leadership and Quality Assurance Serve as a strategic partner to the senior leadership in by setting direction and priorities for , service delivery and program implementation. Partner with program leadership to inform program design and delivery, implementation, and scaling efforts. Identify risks or challenges in delivery and proactively develop solutions to maintain program integrity and impact. Team Leadership and Capacity Building Oversee and strengthen the performance, professional development, and capacity of the service delivery team. Define core competencies and performance expectations, support professional development and career growth. Foster a collaborative, inclusive, and high-performing team environment focused on accountability, continuous learning, and enhancing service delivery impact. Ensure coordination and clarity across internal teams and programs to avoid fragmentation and enhance program quality. Serve as a senior point of escalation for complex programmatic or service delivery issues, facilitating resolution while protecting credibility and program integrity. Model relationship stewardship grounded in respect, accountability, and equity for staff. Supplemental Essential Functions Provide strategic oversight of GovEx's data analytics function, ensuring high-quality analysis, data science, and data product development that align with program goals and deliver measurable impact for government partners. Lead, mentor, and develop a team of data analysts and data scientists, establishing core competencies, performance standards, and professional development pathways to build a high-performing analytics function. Deliver technical guidance and problem-solving support to analytics staff, ensuring rigorous methodologies and effective translation of data insights into actionable recommendations for senior government leaders. Partner on program design and implementation to integrate data analytics into technical assistance delivery, ensuring solutions are practical, scalable, and responsive to complex public sector environments. Foster collaboration, knowledge-sharing, and operational alignment across teams to strengthen data analytics quality, consistency, and impact across all programs. Minimum Qualifications Master's Degree in Finance, Business or related field. Five years of related experience, with at least three years managing staff. Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula. Preferred Qualifications Demonstrated ability to coach, mentor, and manage a high-performing team of data analysts and data scientists. Strong understanding of the political, policy, and administrative realities of government organizations. Significant experience managing a team and program delivery portfolio, with a collaborative and data-informed leadership style. Strong interpersonal and management skills with the ability to support staff to do the best work of their careers Deep commitment to resident-centered, data-informed approaches to public sector change. Demonstrated ability to coach, mentor, and manage a high-performing team of service delivery professionals and coaches. Strong interpersonal and management skills with the ability to support staff to do the best work of their careers Strong understanding of the political, policy, and administrative realities of government organizations. Not all candidates will be eligible for the upper end of the salary range.
